Item 1: Add the internet address of the ORK to the web resources box
of the Corpora.

Item 2: Add the following to the corpora under II.H (GMR):
The GMR may administer a level test for any Class.

Item 3a: Clearly define what a Dues Paid member is.

Under EH groups and membership I.E.2 change from:

2. The following privileges are available only to those who are
dues paid and have been residents of the Emerald Hills for the
immediately preceding 6 month period:
• Voting in elections
• Voting in Althings
• Holding offices

To:

2. Dues Paid members.
A Dues Paid member is a resident who has paid dues for the current
month; has been a resident of the Emerald Hills for the preceding 6
month period; and has their updated mundane contact information on
file with an EH PM. The following privileges are available only to
Dues Paid members:
• Voting in elections
• Voting in Althings
• Holding offices
• Subscription to club newsletter
• Receipt of Rulebook and Corpora

Item 3b: Set the list of eligible voters 2 weeks before the close of
voting.

Under Elections V.B.4 change from:

4. Only those who have been EH residents for at least six months
prior to the election and are dues paid may vote in any election.

To:

4. Only those who are Dues Paid members two weeks prior to the close
of an election may vote in an election.

Add Under Althings V.D.5:

5. Only those who are Dues Paid members two weeks prior to the close
of an Althing may vote in an Althing.

Item 4: Add to the EH Rules Clarifications sheet:
When the Champion declares a weapon illegal during the course of a
weapons check, they may apply a sticker or piece or masking tape with
the word "illegal" clearly printed on it to the weapon. The sticker
is an aid to clearly identify weapons previously declared illegal, so
as to prevent the accidental (or intentional) further use of said
weapons. The sticker is not to be removed unless the weapon is
rebuilt. Note that absence of a sticker does not make a weapon legal,
the actual determination of weapon legality is the Champion's call on
a weapon. Also note that as per corpora ALL weapons and equipment
should be checked for safety and legality, there is no assumption of
legality.

Item 5: Add to the EH rules Clarification Sheet:
Weapons deemed illegal and unfeasible to be made legal as determined
by the Champion, may not be brought to Tanglewood Forest, nor may
they be brought within 500 feet of any function held under the
auspices of The Emerald Hills, or any of its subgroups. If a weapon
previously deemed illegal and unfeasible to be made legal as
determined by the Champion is discovered or is newly declared illegal
and unfeasible to be made legal as determined by the Champion, the
owner will be asked to remove it from the vicinity of an Amtgard
Function. A weapon previously deemed illegal that can feasibly be
made legal as determined by the Champion may be brought out to an
Amtgard function for the express purpose of rebuilding said weapon.

Item 8: Change the event funding section from

V. A. 3. Together, the Monarch and Treasurer may budget and
approve expenditures for the operation of the kingdom. This includes
expenses for:
• Midreign and Coronation - May budget an amount not to
exceed the average of the preceding three events of the same type
• Tanglewood Forest - The annual payment as required by the
Kingdom's lease
• World Banner Wars - May budget an amount not to exceed
the average of the preceding three Banner Wars gross expenses.
4. Ancillary Expenses - The Monarch and Prime Minister may
each spend 10% of the treasury every month to run the Kingdom
5. Expenditures that fall outside the scope listed above must
be voted on and approved at an Althing

voted on and approved at an Althing

Items 9a and 9b are on an emergency Althing on November 12 at MS.

Item 10a: Publish a preliminary agenda to allow for wording revisions.

Alter section Five, subsection D, Item 2 to read as follows:
"An Althing must have an initial agenda published via the club
website and mailing list by Noon on the Saturday at least twenty days
prior to the Althing. For the following week and person may submit
alternate wording for a proposal. If any original item has alternate
wording proposed for it during this week it becomes a multi-option
vote using an Instant Run-Off system. One of the options for the vote
must always be 'No Change'. A typical example of such a vote would be
Option A: Do x in y way.
Option B: Do x in z way.
Option C: No Change.
A final Althing agenda including final language for all proposed
alternate wording items must be published via the club website and
mailing list no later than Noon on the Saturday at least 13 days
prior to the Althing. Items omitted from the list shall not be
eligible for a vote until the next regularly scheduled Althing."

Item 10b: Identify members who submit items.

Alter section Five, subsection D to add Item 5 which shall read:
"All Althing agenda items must include the name of the club member
sponsoring the amendment."

Item 10c: add link to definition of Instant run off.
If 10a passes, add the link to a definition of "instant run off
system" to section five subsection d item 2.

Item 11: Remove the out of date information from the RGK entry.
According to the current lease between Emerald Hills inc. and David
Hall, The EH (and the RGK) has no power to sublease Tanglewood forest.

Remove the following two bullet points from III.C.3:
• Tanglewood Forest may be sub-leased for non-Emerald Hills
events on a case-by-case basis
• Funds raised from sub-leasing the land to other organizations
