This is the fully formatted and feature complete rulebook. There are a few bits of art that are missing or will change, and there might be a few minor tweaks or clarifications added. But this is a stable release candidate, and as far as rules functionality, could be released as the final version unchanged.
Also, this is the version that will be used at Banner Wars 2013.

Lots of little changes fine-tuning and clarifying things. That's largely what you can expect going forward towards the 2014 adoption. The big changes this release are:
1 - Layout. Rulebook now looks like a rulebook. Really professional, high-quality layout. Big props to Grix and Casca for their work on that. There are a few known items with the book that will be addressed next release. The file size is big, we don't have an index, and we left some space intentionally blank for adding in additional sidebars and/or art.
2 - Addition of the Acceptable Conduct Policy and Children In Amtgard sections.
3 - Lycanthropy switched to Shield Breaking. This makes shields a bit more vulnerable, and armor a bit less.
4 - Release no longer removes Cursed. The only way to ditch Cursed is via Greater Release. This is a net buff to AP, Assassin, and (certain types of) Healer.
5 - Expanded the role of Paragons (class masterhoods) to allow them to take Apprentices. The goal is to treat Paragons as a leadership caste and a park resource distinct from knighthood.
6 - Change Shield Breaking to Shield Crushing. You can now scream 'break' when hitting armor and 'crush' when hitting shields and avoid confusing anybody.
7 - Added in peasant.
8 - Switch Scout attuned to a Trait, essentially giving them an extra Enchantment slot at all times.
