As a reminder, the new Procedure for rules revisions means that proposals will have to be presented at Clan, voted on to allow playtest and feedback for a whole year, and voted on again at the next Clan to be made permanent.

Approve all playtests from last year:
Changes to Brutal Strike
1.a Make Cursed permanent: "E: Victim is Cursed. Victim is also Suppressed for 30 seconds."

1.b. Change Brutal Strike in the ability block of Barbarian and Anti Paladin from "(m)" to “(ex)".

2. Remove Shield width (Shape) limitations
Delete Item 10 and renumber other items appropriately.

3. Allow Peasants to (choose to) use a Single Dagger or a Single Short.


New rules change proposals:
1) Remove shield rule number 11.

This is the only instance where tossing equipment is not illegal. This is a very strange and incredibly specific exception to how everything else works. You can't throw your sword, ever. Heck you can't even swing your sword at an arrow, but you can toss your shield at an arrow. It is dangerous, counter intuitive, and only effective for a small subset of players who know how to do it well, and who use specific subtype of shield. Whenever it happens the opponent's first reaction is almost always confusion, with a disbelief that this is a legal tactic. It seems unfair to be able to completely avoid any repercussions, with no loss of usability for the user of this tactic. With the overall nerf to spellballs and archery that accompanied V8, I think this tactic is not needed, and makes a confusing exception to an otherwise monolithic rule.

2) Change Sanctuary to give insubstantial.

There are a host of issues with Sanctuary. Starting with confusion about the role of Sanctuary. It was never intended to be used offensively, but it often is more effective than blink. It is a total immunity to melee, with a split second un-announced exit that can occur immediately after the monk has chanted "sanctuary." This is the biggest issue, but there are many more. It is by far the most often clarified ability, and its interaction with other monk abilities and related rulings makes it VERY complicated and difficult to explain or understand.

Sanctuary 1/life (Ex) (Ambulant)
T: Verbal S: Sorcery R: Self
I: “Sanctuary”
E: Player becomes Insubstantial, but may still move.
L: Caster may not end this Insubstantial State within 20’ of a living enemy, an enemy base, or a game objective.

It is incredibly short, and simple. But at the same time is the most powerful get-out-of-danger ability in game. It can explicitly be used offensively, but it has the normal insubstantial exit incant. Also it is more restrictive to exit than blink, with a lower frequency.

3) Clarify Enlightened Soul
This is SUCH a frequently asked question I think this addition is warranted:
Add to the L: "Does not work against (Ex) Verbal Abilities."

Changes to Awards Standards:
This was presented last year and 15/16 kingdoms voted yes. I was asked to resubmit it this year:

1) Knighthood: Add at the end: “The Kingdom Circle of Knights should be consulted prior to the grant of any Knighthood according to the granting Kingdom's traditions.”
