since the newest incarnation of rulebooks has not been "officially" released (delays with layout guy according to e-sam) which rules will be used for bannerwars?

Since the 7.3 rulebook has not been released, we will not be able to use it as our rule base. So we will still go by 7.2 rules fro WBW.
