So am I suppose to think that the rule changes in... oh, I don't know, the CK,... are their "suggestions" going to be held up in the other Kingdoms or are the rule changes for each individual Kingdom only going to effect play in their own Lands?

What Tolken posted were not "the rule changes in ... the CK," they were proposals for changes to be submitted to the Circle of Monarchs. Currently, none of proposed changes are being followed anywhere, as far as I know; certainly none of them will have any affect on the Emerald Hills unless and untill they are adopted by the Circle of Monarchs. Sorry, I was in a hurry yesterday and did not write very descriptive post titles.
These are the proposed changes to be voted on by the COM for all of Amtgard broken down by each kingdom that presented them.
Our list is so long, because I was the first to post a list so I grabbed most of the items that the reps talked about.

So....
All the listed suggested clarifactions/changes whether they be from us or another kingdom will be talked about and voted on at this years Clan. ?
Well the meeting be an open or closed meeting?

Last year it was a closed meeting to eliminate distraction / long bouts of arguing.
Not sure how they are doing it this year, but I'd bet even if it is an open meeting, it will be more of an "open but you can't speak unless you are a Monarch/representative" meeting.

Here is what Kurse has posted about the meeting
"I will allow discussion between the monarchs/reps during the CoM regarding the changes but I will force a vote if the CoM starts to wander off track.
Have your monarchs/reps prepared to vote and to offer concise reasons why thing should or shouldn't be included in the ruleset. "
So like Forest said, it will most likely be open for all to attend, but only the monarchs(or someone they choose to stand in their place) will be allowed to address the group.
Since nothing else was presented to Reine, the main focus of the Althing will be the proposed rules changes.
