There is a lot of discussion on these items over at the amtgard Facebook group:

And here is an article about why you cannot just "elect better monarchs."

Quote:
Awards Standardization Alteration Proposals

Proposal 1 - Expiration of Tournament Wins for Warlord - Rising Winds

Summary: Edit the requirements for Warlord to require that each tournament win required must have happened in the prior four years.

“vii. A 7th level is granted for winning fifteen consecutive matches in any tournament or placing 1st over all in a major kingdom-level tournament.
viii. A 8th level is granted for winning seventeen consecutive matches in any tournament or for winning a second major kingdom-level tournament within a four-year period.
ix. A 9th is granted for winning nineteen consecutive matches in any tournament or for winning a third major kingdom-level tournament within a four year period.
x. A 10th is granted for winning twenty-one consecutive matches in any tournament or a fourth, first place win in a major kingdom-level tournament within a four year period.”

Proposal 2 - Codification of Consultation - Iron Mountains

Summary: Edit the framework sections of the Awards Standardization agreement to include the common practice of consulting the Circle of Knights and the add an additional recommendation to consulting a Circle of Masters. This would apply to all Masterhoods, not just Warlord.

Specific Edits
“Knighthood: Below are the recommended criteria for becoming eligible for the four orders of Knighthood. Having these awards only grants eligibility and does not require that Knighthood be bestowed. Whereas Masterhood is recognition of skill, Knighthood is also recognition of character in addition to having skill beyond that of a Master. It is suggested that orders that reflect a player’s positive character (Griffin, Walker in the Middle, Jovious, Mask, etc.) be considered when determining any class of Knighthood. The kingdom Circle of Knights should be consulted prior to the grant of any Knighthood according to the granting kingdoms traditions.”

“Masterhood: Masterhoods are recognition of skill in a field of work. Meeting the criteria below does not automatically grant the associated Masterhood. Masterhoods are granted when a player has both the recommended requirements set forth herein and obvious expertise in their field. The kingdom Circle of Masters should be consulted prior to the grant of any Masterhood according to the granting kingdoms traditions.”

Proposal 3 - Codification of Consultation - Iron Mountains

Summary: Edit the framework sections of the Awards Standardization agreement to include the common practice of consulting the Circle of Knights and the add an additional recommendation to consulting a Circle of Masters. This would apply to all Masterhoods, not just Warlord. Additionally, make even more explicit that award of the 10th order does not automatically confer Masterhood.

Proposal 4 – Remove Objective/Automatic Criteria for Orders of the Warrior - Iron Mountains

Summary: This proposal brings Orders of the Warrior in line with all of the other Orders given. The goal is to remove the suggestion that completion of specific tasks automatically confers a specific order of the Warrior. This change reinforces that Monarchs have, and should exercise discretion in giving out Warriors, just like any other award.

Specific Edits

7. Warrior: Awarded for fighting prowess. A first level Order of the Warrior might be awarded for winning three consecutive matches in any tournament or for battlefield prowess. A tenth level Order of the Warrior might be awarded for winning 21 consecutive matches in a kingdom-level tournament or a fourth, first-place win in a major kingdom-level tournament.

Proposal 5 - Grandmasters - Brennon

Summary: the Circle of Monarchs use their executive powers to create the position of Grandmaster for each of the Ladder Awards as defined in Award Standardization. These Grandmasters will be experts in their field known for their character, judgment, and impartiality. They will not dictate, but assist when asked. They can be the educated context that our busy monarchs can lean on to fill the gaps in their understanding. Most importantly the Grandmasters will be advisors only and will not create additional restrictive policies, more bureaucracy, or further politics.

Grandmasters would serve at the leisure of the Circle of Monarchs for as long as they are willing. Their consultations would be private, confidential, and minimal records would be kept. They would help us come together and maintain our important traditions, standards, and culture as a society without strangling our individuality and distinct kingdom personalities.
