i am using a plywood backing for my shield, but the only foam i have currently is couch foam. would 1 or 2 inches still be legal for use on the shield?

No. If you can feel core on your shield it's not padded sufficiently. A good way to test this is to pound the edge of your shield on a concrete floor; if it makes noise, it needs more padding.

Thanks, i was concerned with using the foam, just wanted another oppinion. I'll grab some blue foam as soon as I can to pad it with.
